Ambassador Carlos Pascual: Special Envoy and Coordinator for International Energy Affairs, U.S. Department of State

Ambassador Carlos Pascual is the U.S. State Department’s Special Envoy and Coordinator for International Energy Affairs. In this capacity, he advises Secretary Kerry on energy issues, ensuring that energy security is advanced at all levels of U.S. foreign policy. Previously, Ambassador Pascual has served as U.S. Ambassador in Mexico and Ukraine. From 2006-2009, he was Vice President and Director of the Foreign Policy Studies Program at the Brookings Institution. He has also served as Coordinator for Reconstruction and Stabilization at the Department of State, where he led and organized U.S. government planning to help stabilize and reconstruct societies in transition from conflict or civil strife. During his extensive career in public service, Ambassador Pascual has also held positions in the National Security Council and the U.S. Agency for International Development. Ambassador Pascual received his M.P.P. from the Kennedy School of Government at Harvard University and his B.A. from Stanford University.
Amit Bando: Executive Director, International Partnership for Energy Efficiency Cooperation

Amit Bando is Executive Director of the International Partnership for Energy Efficiency Cooperation (IPEEC). He has worked in over 60 nations to promote innovative financing of clean energy initiatives and climate change mitigation/adaptation options. He has led the development of the US National Energy Modeling System (NEMS) and several widely used monitoring and evaluation tools for low-carbon initiatives. He helped establish the Chicago Climate Exchange (CCX) at the Chicago Board of Trade, the Carbon Registry at the Istanbul Stock Exchange and represented the USA at the Rio Earth Summit. Out of IPEEC’s Paris headquarters Mr. Bando coordinates energy efficiency and climate change policies, regulations, financing, monitoring and standards among IPEEC’s member nations. Together, the fifteen IPEEC members account for over 80% of world energy use. IPEEC is working with industry to promote rapid global deployment of energy efficient technologies, products and services.
Andre de Fontaine: Advanced Manufacturing Office, U.S. Department of Energy

Andre de Fontaine is a Technology Manager in the U.S. Department of Energy's (DOE) Advanced Manufacturing Office. At DOE, he manages the Better Buildings, Better Plants initiative, which is a voluntary energy savings partnership program for manufacturers. Prior to joining DOE, Andre was a Markets and Business Strategy Fellow at the Pew Center on Global Climate Change. Before that, he was a journalist in California, covering environmental policy in the state’s capital. Andre holds an MA in public policy from Georgetown University and a BA in Political Science from UC San Diego.
Anthony Eggert: Executive Director, The Policy Institute for Energy, Environment and the Economy UC Davis

Anthony Eggert is the executive director of the UC Davis Policy Institute for Energy, Environment and the Economy, which is dedicated to leveraging University of California expertise to inform better policy. From 2007 through 2012, Anthony served as an appointee of Governors Brown and Schwarzenegger in several senior policy positions including science and technology policy advisor to the chair of the Air Resources Board, commissioner for the California Energy Commission, and deputy secretary for energy policy of the California Environmental Protection Agency overseeing clean energy and environmental policy development for California. Prior positions include advising the University of California on federal energy and climate policy, directing research on low-carbon fuels and vehicles at UC Davis' Institute of Transportation Studies, and as an engineer and then manager for Ford Motor Company. Anthony serves on the boards of the Alliance to Save Energy, the UC Energy Institute at Haas, the UC Transportation Sustainability Research Center, and is a technical advisor to the US Department of Energy. Anthony received a bachelor of science degree in mechanical engineering at University of Wisconsin-Madison and master of science degree in transportation technology and policy at UC Davis.

BARBARA A. FINAMORE is a Senior Attorney and Asia Director at the Natural Resources Defense Council (NRDC). Ms. Finamore founded NRDC’s China Program, which promotes innovative policy development, capacity building and market transformation in China with a focus on climate, clean energy, environmental protection and urban solutions. Ms. Finamore has had over thirty years of experience in environmental law and energy policy, with a focus on China for the past two decades. She has also worked in NRDC's nuclear nonproliferation program, at the U.S. Departments of Justice and Interior, and for the United Nations Development Programme and the Center for International Environmental Law. Ms. Finamore served as President and Chair of the Professional Association for China's Environment (PACE), and is the co-founder and President of the China-U.S. Energy Efficiency Alliance, a nonprofit organization and public-private partnership that works with China to reduce its greenhouse gas emissions through energy efficiency. She holds a J.D. degree with honors from Harvard Law School.
Barry Bredenkamp: Senior Manager, South African National Development Institute

Mr. Bredenkamp has worked in the customer service, marketing and Demand Side Management (DSM) areas of the national electricity utility in South Africa (Eskom), for 23 years and has recently been seconded from the utility, to establish and head up the new National Energy Efficiency Agency in South Africa.Barry has experience in energy efficiency and renewable energy in a developing country context, and was instrumental in implementing the highly successful GEF/ ELI program in South Africa. His past and current tasks include DSM program design and implementation, energy efficiency programs in both the private and public sector and assisting in developing energy policy in the fields of efficient lighting and appliance labeling. He is the past President of the South African Sustainable Energy Society of Southern Africa (SESSA), Chairman of the Public Relations Committee of the Illumination Engineering Society of South Africa (IESSA) and serves on the organizing committees of various energy related conferences in and around South Africa, having presented numerous papers at various local and international energy conferences.
Betsy Otto: Aqueduct Director, World Resources Institute

Betsy Otto is the Director of the Aqueduct project in the Markets and Enterprise Program at the World Resources Institute (WRI). Aqueduct is a global water risk assessment and mapping tool to inform private and public sector investment and water management decisions. Betsy leads the Aqueduct project and works with the Aqueduct team to build out the tool and use it to engage business, NGOs and governments for positive change in managing water resources worldwide. Betsy also helps to direct WRI’s broader water-related work. Betsy has over 20 years of experience in water management, ecosystem protection, and urban water systems. She has worked to promote sound land and water planning, ecologically-based riverfront revitalization efforts in cities, and urban water infrastructure systems that incorporate upstream ecosystem services, green infrastructure designs in cities, water and energy efficient designs, and the integration of drinking water, stormwater and wastewater management. Most recently at American Rivers in Washington, DC, Betsy developed successful clean water and water supply programs, and worked closely with mayors, utilities, federal agencies and Congress to promote smart water policies and drive public and private investment toward more sustainable water infrastructure solutions. Betsy earned a Masters in Water Resources Management from the University of Wisconsin’s Nelson Institute, MBA from Northwestern University’s Kellogg School, and a BA in Economics from the University of Illinois. From 2006-2007, she was a Loeb Fellow at Harvard University’s Graduate School of Design, where she studied international water management, urban infrastructure, and water and sanitation issues. She serves on the board of directors of the U.S.-based Alliance for Water Efficiency.
Bobi Garrett: Deputy Laboratory DirectorStrategic Programs and Partnerships, National Renewable Energy Laboratory

Bobi Garrett has focused her career primarily on the interactions among technical, business, social and policy systems as new technologies advance from concept to commercial application. She has managed organizations, programs and functions that address technology development and application in the energy, defense, and health care sectors for both government and commercial customers. This has given her a broad perspective of markets, emerging technologies, and the viable pathways from laboratory research to marketable products. In her current role as Deputy Laboratory Director, Strategic Programs and Partnerships at the National Renewable Energy Laboratory she serves as a member of the executive team that sets laboratory strategy, oversees mission execution and laboratory operations, and stewards core capabilities. Specific responsibilities include strategic planning and program development, oversight of energy analysis and international programs as well as programs conducted for the Department of Defense and Department of State. She also oversees the laboratory’s public affairs, communications, and technology commercialization functions. Prior to joining NREL in 1998, Ms. Garrett held a variety of line management and program leadership positions at the Pacific Northwest National Laboratory in Richland, Washington where she had the opportunity to lead research efforts in energy, environment, defense, and health care for both government and commercial customers. Ms. Garrett has a B.S. in Chemical Engineering from Montana State University and an M.B.A. from the University of Washington.
Brad Copithorne : Financial Policy Director of US Climate and Energy Program, Environmental Defense Fund

Brad Copithorne is Director of Clean Energy Financing Solutions at EDF. His work is primarily focused on removing market barriers and developing new strategies for investing in energy efficiency and renewable energy projects. This effort involves close coordination between individual and institutional investors, lenders, fund managers, environmental service companies, solar installers, tax equity providers, real estate owners, utilities, regulators, government officials and other private and public sector stakeholders. Brad is leading the effort to develop On-Bill Repayment programs in California, Texas, Ohio, North Carolina and other states. Brad has over 20 years experience in the financial services industry. He started his career at Salomon Brothers/Citi where he worked on fixed income origination and new product development. More recently, Brad worked for Morgan Stanley’s Technology Investment Banking team in Silicon Valley where he covered the enterprise hardware, contract manufacturing and IT distribution industries. In 2008, Brad was a partner at a fixed income hedge fund. In 2009 Brad re-enrolled at Stanford University to study energy policy and graduated in June, 2010.
Bruce Ray: Director of Governmental and Regulatory Affairs, Johns Manville

Bruce Ray serves as Director of Governmental and Regulatory Affairs for Johns Manville in Denver, Colorado where he manages the company’s relationships with federal and state governments and represents JM at a variety of trade associations. He originally joined Johns Manville as Environmental Counsel in 1990 and has held a variety of environmental, regulatory and business positions in the Johns Manville legal department. Ray also serves on the board of directors for the Southwest Energy Efficiency Project (SWEEP) in Boulder. Prior to joining Johns Manville, Ray served as senior enforcement counsel for the Environmental Protection Agency Region 8 Office in Denver and also served with United States Department of Justice as a Special Assistant United States Attorney for the District of Colorado where he worked primarily on Clean Water Act and Superfund matters. Ray also previously worked in the New York Attorney General’s Office on the Love Canal Superfund site in upstate New York. Ray holds a BA degree (Magna Cum Laude in Economics. Phi Beta Kappa) from the University of Colorado at Boulder and a JD degree from Union University’s Albany Law School. Ray speaks conversational German and Modern Greek.
Carol Eicher: Business President, Dow Buildings & Construction

Carol Eicher is Business President for Dow Coatings & Construction, a global business unit of The Dow Chemical Company that includes Dow Coating Materials, Dow Building Solutions and Dow Construction Chemicals. These businesses bring together a rich portfolio of expertise, technologies, products and services to bring solutions to customers in the coatings and construction industries worldwide. . Prior to Eicher’s current role, she was Business Group Vice President for Dow Building & Construction for two years. Eicher also held the role of Business Director for the Performance Monomers business which provides essential raw materials to the company’s coatings, construction and adhesives markets. Before joining Dow (in 2009), Eicher spent 10 years at Rohm and Haas where she held multiple vice president and director roles. Eicher has extensive chemical industry experience, having previously worked at companies such as Ashland Inc., and DuPont. Eicher is also a director of Tennant Company, a 142-year old public company that markets environmentally friendly cleaning systems. In 2011 she was named to the Executive Committee of the Policy Advisory Board of the Harvard University Joint Center for Housing Studies, which plays an important role in identifying emerging issues and trends and advances housing as a national priority. Eicher is also a member of the Executive Committee of the Board of Directors of the American Coatings Association. An active community member, she acts as Treasurer of the Fairmount Park Conservancy, a non-profit that raises funds for infrastructure projects in the 9,000 acres of public green space owned by the City of Philadelphia, is serving as a Board Member for the United Way of Greater Philadelphia and Southern New Jersey. Chuck Wilson is on assignment as the Program Director for the Small Town Energy Program for University Park (STEP-UP). STEP-UP is a 3-year program funded through the Department of Energy Better Buildings Neighborhood Program, with the goal of reducing energy use by 20% in 20% of the homes within University Park, Maryland. Chuck’s previous role with the Alliance since 2007 was as Director of Development, where he led the Alliance’s fundraising portfolio of government, foundation and private sector donors worth $9 million. Chuck previously worked in Brussels with Point Carbon, the world’s premier provider of independent news, analysis and consulting services for European and global power, gas and carbon markets. Chuck has more than 12 years of experience in energy efficiency and global infrastructure programs, including managing a $24 million project in Africa for a Fortune 15 corporation. implementing emission reduction program across 100 municipal facilities and a bus transit fleet. and creating and managing emissions databases.He has also worked on several consumer education projects at the management level including the Ottawa Board of Education, Energy Educators of Ontario and Green$aver. Clay Nesler: Vice President, Global Energy & Sustainability, Johnson Controls

Clay Nesler is the Vice President, Global Energy and Sustainability for the Building Efficiency business of Johnson Controls. In this role, he is responsible for energy and sustainability strategy, policy, innovation and the Johnson Controls Institute for Building Efficiency. He also serves on the company’s global environmental sustainability council. Since joining Johnson Controls in 1983, Clay has held a variety of leadership positions in research, development, marketing and strategy in both the United States and Europe. Nesler is the vice-chair of the World Environment Center and serves on the advisory boards of the NRDC Center for Market Innovation and the University of Illinois Department of Mechanical Science and Engineering. Clay received BS and MS degrees in Mechanical Engineering from the University of Illinois at Urbana-Champaign and is a co-inventor on ten patents. He is a winner of the 2005 Corenet Global Innovator’s Award and the 2012 VERGE 25 award.
Danielle Sass Byrnett: Director, Better Buildings Neighborhood Program, U.S. Department of Energy

Danielle Sass Byrnett is the Director of the U.S. Department of Energy’s Better Buildings Neighborhood Program—a roughly $500 million initiative to identify sustainable models for delivering energy efficiency building upgrade programs to home and building owners. In overseeing grants to state and local governments that are starting or expanding building energy upgrade programs in more than 100 communities, she and her team are helping to bring cost savings, jobs, and environmental benefits to communities across the country. At the same time, she is focused on documenting successful and unsuccessful strategies in a Residential Program Solution Center that will enable current and future program administrators to leverage the experience of the grant recipients long into the future. Danielle's professional experience has centered around the intersection of science, technology, public policy, and public outreach. Before joining DOE, she worked as a State Climate and Energy Policy Expert within the U.S. Environmental Protection Agency. In that role, she worked with multiple states to identify policy and programmatic approaches to reducing greenhouse gases through clean energy strategies. Danielle also provided specialty expertise on clean energy workforce development (green jobs), biomass energy, combined heat and power, and climate and energy communications. Prior to joining the federal government, she worked as an environmental consultant. Danielle earned a Master of Public Policy degree with a focus on energy and the environment at Duke University. She holds a B.A. in biology and environmental studies from Swarthmore College.
David B. Goldstein, Ph.D.: Energy Program Director, Natural Resources Defense Council

David B. Goldstein has worked on energy efficiency and energy policy since the early 1970s. He currently co-directs NRDC's Energy Program. Dr. Goldstein has been instrumental in the development of energy efficiency standards for new buildings and appliances that are currently in effect at the regional and national level in the United States, Russia, Kazakhstan, and China. Dr. Goldstein negotiated the agreement that led to the National Appliance Energy Conservation Act of 1987, and has helped design energy efficiency programs with utilities and state regulatory agencies. He initiated and coordinated the dialogue that led to the adoption of tax incentives for efficient buildings in the U.S. in the Energy Policy Act of 2005. He was a founding director of the Consortium for Energy Efficiency and the New Buildings Institute. David B. Goldstein initiated and directed research on how urban structure affects the usage of automobiles, and originated the Location Efficient Mortgage? to implement the results. David B. Goldstein received a Ph.D. in Physics from the University of California at Berkeley, and is a Fellow of the American Physical Society and the recipient of its Leo Szilard Award for Physics in the Public Interest. He received a MacArthur Fellowship in 2002 and is the recipient of the California Alumni Association’s 2003 Award for Excellence in Achievement. He is also the author of “Saving Energy Growing Jobs” and “Invisible Energy.”
David Rodgers: Senior Energy Specialist, Climate and Chemicals, Global Environment Facility (GEF)

Mr. Rodgers is a Senior Energy Specialist at the Global Environment Facility (GEF) with a portfolio emphasizing energy efficiency, renewable energy, and other clean energy projects and programs. Mr. Rodgers also has the lead for GEF’s private sector strategy and manages the GEF private-sector set-aside, including the GEF-UNIDO Cleantech Programme for SMEs. Prior to his secondement to the GEF, Mr. Rodgers served with the United States Department of Energy in Washington, DC, for 20 years, rising to the position of Deputy Assistant Secretary. During his career at the Department of Energy, Mr. Rodgers has extensive technical and managerial experience with regulatory development, research and development, deployment and commercialization, partnership development, business systems, and planning and analysis. Mr. Rodgers has received degrees in chemical engineering and computer science from Washington University in St. Louis, and a masters in public management from the University of Maryland. He is a former Presidential Management Fellow. In the private sector, Mr. Rodgers has experience in the chemical, petroleum, and information technology sectors.
Dominic Marcellino: Fellow, Ecologic Institute

Dominic Marcellino has been a Fellow at Ecologic Institute in Washington, DC since the fall of 2008. In his work, Dominic focuses primarily on energy policy (including bioenergy, energy efficiency, renewable energy, and transportation), climate policy in Europe and the US, as well as emissions trading systems. He regularly leads transatlantic study tours and exchanges for American and European policymakers and stakeholders. Dominic is a native English speaker and also works fluently in German. Dominic Marcellino currently leads Emerging Leaders in Energy and Environmental Policy Network (ELEEP), a collaboration of Ecologic Institute and the Atlantic Council of the United States (ACUS). ELEEP is funded by the European Union and the Robert Bosch Foundation. it is a first-of-its kind transatlantic social network for mid-career, transatlantic leaders in environmental and energy policy. Dominic is also the Managing Editor of the Renewable Energy Law and Policy Review published quarterly by Lexxion Publishers. In 2008-09, Dominic Marcellino spent eleven months living and working in Germany as a Robert Bosch Fellow. As part of his Fellowship, Dominic spent four months working at the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU). Prior to joining Ecologic Institute, Dominic worked from 2004 to 2008 in Washington, DC as a Research Associate and Policy Analyst for the Environmental Defense Fund (EDF). While at EDF, Dominic focused on the political and economic aspects of international and U.S. climate change policy and emissions trading systems. After graduating from the University of Dayton (Ohio, USA) in 2002 with a degree in Philosophy and a minor in Economics, Dominic studied Environmental Ethics at the University of Augsburg on a Fulbright Scholarship.
Doug Lewin: Executive Director, South-central Partnership for Energy Efficiency as a Resource (SPEER)

Doug Lewin has been SPEER’s Executive Director since the founding of the organization in 2011 and serves as the primary coordinator for all of SPEER’s efforts. He was instrumental in bringing together the founding members and continues to guide and direct the organization which works to advance energy efficiency in Texas and Oklahoma. Under his leadership, SPEER has tripled its membership since its launch and has begun numerous projects to increase energy efficiency in the region. Doug has been passionate about energy efficiency since he began working on energy issues at the Texas Legislature in 2006. He served as Senator Rodney Ellis’ Legislative Director where he played a key role in passing statewide green jobs legislation and supported Senator Ellis’ participation in the National Commission on Energy Policy and the Commission to Engage African Americans on Climate Change. Before that, he served as Legislative Director for Texas State Representative Lon Burnam, where he played an important part in passing Texas’ sales tax holiday on energy efficient products, which occurs annually on Memorial Day weekend. After leaving the Legislature, Doug worked with the Green Corridor Collaborative, a cooperative effort involving seven community college districts and eight regional workforce boards. While the Collaborative covered a wide variety of clean energy occupations and associated skills, he saw firsthand the potential of energy efficiency for job creation and economic growth. Doug earned his Bachelor’s and Master’s degrees from the University of Texas. He lives in Austin with his wife and two sons.

Dr. Abdullah Mohammad Al-Shehri , Governor, Electricity & Cogeneration Regulatory Authority ( ECRA ). He was the Vice Governor for Regulatory Affairs ( 2005 – 2009 ). He is an ex-Member of the Shura Council ( The National Consultative Council of Saudi Arabia). Dr. Al-Shehri is a professor of Electrical Engineering and ex-Dean of Graduate Studies and Scientific Research at King Fahd University of Petroleum & Minerals (KFUPM) . Dr. Al-Sheri received his Ph.D. Degree from Oregon State University, Corvallis, Oregon, USA, in 1985, in the area of power systems. He obtained his M.SC. and B.Sc. degrees in Electrical Engineering from KFUPM, Dhahran, Saudi Arabia, in 1980 and 1978 respectively. Dr. Al-Shehri has taught undergraduate and graduate courses in electrical power systems analysis and planning and has been actively involved in both basic and applied research in the area of power systems. He was a member and a leader of several working groups that conducted national and regional studies in the fields of power systems interconnections including the "Feasibility Study for Interconnecting the Electric Power Systems in the Gulf Cooperation Council (GCC ) States", the " Interconnecting the Power Systems in the Mashreq Arab Countries" , and "Feasibility Study for Electric Energy Trading in the Mashreq Arab Countries". In addition, he was the principal investigator of several studies in the fields of Power Systems Planning, Electric Energy Conservation, Power Quality, Renewable Energy and Co-generation. Dr. Al-Shehri published numerous papers and articles in international and local scientific journals and conference proceedings.

Anand Patwardhan is Professor in the School of Public Policy at the University of Maryland, College Park, and the Shailesh Mehta Chair Professor at the School of Management, Indian Institute of Technology-Bombay. Anand has worked extensively in the area of climate policy at the national and multilateral level, focusing on mitigation and adaptation responses to climate change, and the assessment of vulnerability and adaptation. He has also worked on broader issues of science, technology and innovation policy, including the diffusion and adoption of clean technology. He is a coordinating lead author for the Fifth Assessment Report of the Intergovernmental Panel on Climate Change (IPCC) and has been associated with several previous assessment reports of the IPCC. He is a member of the Scientific and Technical Advisory Panel (STAP) of the Global Environment Facility (GEF), and a member of the Steering Committee of the Programme of Research on Vulnerability, Impacts and Adaptation (PRO-VIA) of the United Nations Environment Programme (UNEP). Ashok Sarkar works on strategic efforts for scaling up energy efficiency operations and finance in the World Bank. From 2005 to 2012, he managed the World Bank’s energy efficiency thematic group and community of practice. He has over 20 years of experience covering Asia, Africa, Eastern Europe, and Latin America. Before joining the World Bank, he managed sustainable energy projects in the Asian Development Bank, for USAID-India. and for RMA, a private sector international consulting firm based in Madison, Wisconsin. He started his professional career in India as a project design engineer for thermal power plants at Bharat Heavy Electricals Limited. In the World Bank, he currently leads energy efficiency operations in India, Bahrain, and Saudi Arabia. He has also worked on developing the energy efficiency component of the global tracking framework under the UN’s Sustainable Energy for All Initiative. An engineer from Delhi College of Engineering, he has an MS in Energy Planning & Policy from the Asian Institute of Technology, and a PhD from the University of Wisconsin-Madison, USA. Ashok Sarkar has published over 120 journal articles, conference papers and reports in the area of climate change and clean energy, and has been a regular visiting faculty for over 12 years at the sustainable energy summer program of the University of Oslo, Norway. He has also served as a member of UNFCCC’s CDM Methodologies Panel in 2005-2007.

Gabrielle Kuiper is a climate change and sustainability professional with public, private and not-for-profit sector experience in energy efficiency and sustainable transport. She is currently the Senior Adviser, Climate Change, Energy and Environment in the Office of the Australian Prime Minister. The Australian Government has implemented a comprehensive set of climate change policies called the Clean Energy Future package, which includes a series of programs, compliance and financial measures to support energy efficiency. These include a price on carbon, a Clean Technology Program focused on supporting energy efficiency in manufacturing and a $A10bn Clean Energy Finance Corporation with a mandate to invest in energy efficiency. Previously, as Head of Environmental Sustainability at ANZ Bank (Australia's top our banks and the only one with significance presence in Asia), Dr. Kuiper developed and implemented ANZ’s strategic Environmental Sustainability Framework globally, including a strategy for energy efficiency across ANZ’s property portfolio. Dr Kuiper was for several years National Co-Convenor of the Labor Environment Action Network (LEAN), a network of Australian Labor Party (ALP) members who campaigned within the party for better climate change and sustainability policy. Dr. Kuiper holds a Master of Urban and Regional Planning, and a Ph.D. on the role of science in sustainability policy. She is a recipient of a number of academic awards and scholarships and in 2011 was a Department of State Climate Change Professional Fellow in the United States.

Previously, Ed worked for nine years in the Environment Program at the Charles Stewart Mott Foundation. Elizabeth Craig is currently the Director of the Climate Protection Partnerships Division within the Office of Atmospheric Programs. There she manages many of the Agency’s climate partnership programs designed to remove market barriers and reduce greenhouse gas emissions while saving businesses and consumers money. These programs include the EPA’s flagship partnership program, ENERGY STAR, which offers energy efficiency solutions across the residential, commercial and industrial sectors. In addition, other partnership programs advance renewable energy and combined heat and power, and clean energy policies in States. She acted as the Director of the Office of Atmospheric Programs from January to October 2011, where she was responsible for managing pollution reduction programs related to Acid Rain, Stratospheric Ozone Depletion, and Climate Change. This work is carried out under the U.S. Clean Air Act, and international agreements such as the Montreal Protocol on Substances that Deplete the Ozone Layer and the Framework Convention on Climate Change. She returned to her permanent position in October 2011. Elizabeth joined EPA in 1984 and has held a number of senior positions prior to her current position: Deputy Assistant Administrator for the Office of Air and Radiation, Deputy Director of the Office of Technology Operations and Planning in the Office of Environmental Information, Director of the Agency's Budget Division in the Office of the Comptroller, and Director of the Office of Grants and Debarment. Elizabeth served as Acting Assistant Administrator for Air and Radiation during the spring of 2009. Elizabeth has a Masters in Public Administration from The George Washington University and received her Bachelors degree from Mary Washington College. She received the President's Meritorious Executive Award in 2006.

Elizabeth McDonald has experience as a senior executive, industry advocate, industry advisor and board member with over 25 years experience in government relations, advocacy, organizational management, and communications with an accomplished record of service as a diplomatic intermediary between industry and government. In August of 2012, she accepted the position of President and CEO of the Canadian Energy Efficiency Alliance (CEEA), the national voice of energy efficiency and conservation in Canada. Since that time she has worked with the Board of CEEA on a strategic review of CEEA, developing new communication tools and launching CEEA’s first annual survey of Canadians on energy efficiency and conservation. CEEA will also hold its first Thought Leaders Conference in April of 2013 in order to develop a “white paper” which will underpin the Association’s activities going forward. Previous to this she was President of Canadian Solar Industries Association (CanSIA) from May of 2007 to September 2011. CanSIA is the national trade association that represents the interests of all aspects of the solar industry in Canada. Elizabeth works closely with all levels of government including the federal government of Canada. In particular she has collaborated with the Department of Foreign Affairs and International Trade (DFAIT) who named her an Investment Canada Champion. Ms McDonald lives in Ottawa and has previously been CEO at the Canadian Film and Television Association and held senior executive positions in other Canadian trade associations in the broadcasting and communications sector.

Eric Antwi-Agyei is the Project Coordinator of a UNDP-GEF funded energy efficiency project in Ghana. The project titled “Promoting Energy Efficient Appliances and Transformation of the Refrigerating Appliances Market” seeks to improve the energy efficiency of appliances marketed and used in Ghana and ultimately reduce Ghana’s energy related CO2 and Ozone Depleting Substances. This is being done through the introduction of a combination of regulatory tools such as Minimum Energy Performance Standards and the mandatory Standards and Labels for refrigerators. Eric led the project team to pilot a Refrigerating Appliance Rebate Scheme to recover old and high-energy consuming appliances. As part of the scheme, customers who replace their old refrigerators receive a discount on the purchase of new energy efficient refrigerators. The project is presently seeking investment in local manufacturing of refrigerating appliances to help subsidize the price of household refrigerators. He also worked at the Ministry of Energy, Ghana for over 8 years where he was involved in programme design and energy policy. His expertise in the energy domain involves policy development, energy efficiency, energy access to rural communities and sustainable development. Eric has a Masters in Energy and Environmental Management from the University of Twente, Netherlands and received a Bachelors degree in Chemical Engineering from the Kwame Nkrumah University of Science and Technology.

Evan R. Gaddis is president and CEO of the National Electrical Manufacturers Association (NEMA), the association of electrical equipment and medical imaging manufacturers, founded in 1926 and headquartered in Arlington, Virginia. Its member companies manufacture a diverse set of products including power transmission and distribution equipment, lighting systems, factory automation and control systems, and medical diagnostic imaging systems. Worldwide annual sales of NEMA-scope products exceed $120 billion. Before joining NEMA, Mr. Gaddis served as president of the Gas Appliance Manufacturers Association, representing products of the heating industry. Previously, General Gaddis built a successful career in the United States Army. He served in many domestic and international assignments. Frank was appointed President and CEO on January 26, 2009. Prior to his appointment, Frank served as Senior Advisor at the international environmental consulting firm Ecology and Environment, Inc. Frank was previously a policy advisor to the United States Secretary of Energy, assisting in the development of the Clinton Administration’s national energy policy. In the early 90’s, Frank served as the New York State Commissioner of Energy and Chairman of the NYSERDA Board of Directors. He also served as Chairman of the State Energy Planning Board, a multi-agency statutory board charged with the responsibility of developing a comprehensive energy plan for the State that integrated State energy, environmental and economic development policies. In 1985, Frank was appointed Deputy Secretary to Governor Cuomo for Energy and the Environment, a position he held until 1992. He represented New York in numerous national and regional energy and environmental activities, including the Coalition of Northeastern Governors, the National Governors’ Association, and the Council of Great Lakes Governors. Frank began his work on New York State energy issues as legislative counsel and then as an energy and environmental policy advisor to Governor Hugh Carey.

He was founding co-chair of the Utility Committee for the American Council on Renewable Energy (ACORE). He was selected by the U.S. Secretary of Energy for the National Coal Council (NCC) and the NCC Board of Directors. He also served on the Advisory Board of the San Francisco State University College of Engineering and was Board Chair for several years. Courtright received a Bachelor of Science in mechanical engineering from the Pennsylvania State University, a Master of Business Administration from Lehigh University and he is a graduate of the MIT Nuclear Reactor Technology Program. Mr Duerr’s engagement in energy efficiency began at his family’s company Duerr AG, where he serves as chairman of the Supervisory Board. Providing products, systems and services especially for the automotive industry, the Duerr enterprise is a world leader and employs around 8,000 people in 23 countries. The history of the company and its product development is affected by the idea of energy efficiency, and the company has established its own department on energy efficiency, providing products to make use of rejected heat within the industrial process. Mr. Duerr is also highly interested and involved in energy efficiency matters through his service as chairman of the Executive Board AEG Aktiengesellschaft, which was taken over by Daimler in the year 1986, and as chairman of the Executive Board Deutsche Bahn AG, between the years 1991 and 1997. Furthermore, he was strategically involved in founding the Institute for Energy Efficiency in Production (EEP) at the University of Stuttgart, which is sponsored by the Heinz und Heide Duerr Foundation and the Karl Schlecht charitable Foundation. The EEP, where Mr Duerr holds the position of chairman of the Advisory Board, aims to point out the significance of energy efficiency for a successful energy transition in public, politics and economy. The institute hosted the first German efficiency summit with key representatives from politics, science and industry in May 2013.

Congressman Paul Tonko is a third term member of the United States House of Representatives. He currently represents New York’s 20th Congressional District, including the cities of Albany, Schenectady, Troy, Saratoga Springs and his hometown of Amsterdam. For the 113th Congress, Paul was named as a member of the Energy and Commerce Committee, the oldest standing committee in the House. First created in December of 1795, the committee has jurisdiction over national energy policy, public and mental health policy and regulation of interstate and foreign commerce, giving it the broadest jurisdiction of any authorizing committee in the House. Prior to joining Congress, Paul was the President and CEO of the New York State Energy Research and Development Authority. Before that, he served in the New York State Assembly for 25 years, 15 of which he was the Chair of the Assembly Energy Committee. At the age of 26, Paul was the youngest person in the history of Montgomery County to be elected to the County’s Board of Supervisors, which he chaired until 1981. Paul graduated from Clarkson University with a degree in mechanical and industrial engineering. He is a lifelong resident of the city of Amsterdam, New York.

Peter was born in Springfield, Massachusetts in 1947. He graduated magna cum laude from the College of the Holy Cross in 1969. After working for a year in Chicago fighting housing discrimination as one of the first Robert F. Kennedy Fellows, Peter enrolled in law school at the University of California, Berkeley and graduated in 1973. Peter settled in White River Junction, Vermont and worked as a public defender before founding a small law practice. He was first elected to represent Windsor County in the Vermont Senate in 1980. In 1985, he was unanimously elected by his colleagues to lead the chamber, becoming the first Democrat in Vermont history to hold the position of President Pro Tempore. After a break from electoral politics during the 1990s, Peter returned to the Vermont Senate in 2002 when he was appointed by Governor Howard Dean to fill an open seat. He was quickly selected by his colleagues to once again lead the Senate as President Pro Tempore. In 2006, Peter was elected to Vermont’s sole seat in the United States House of Representatives. The 2006 campaign gained nationwide attention for being the only contested congressional race in the country where both candidates agreed not to run negative ads. Peter was re-elected by wide margins in 2008 and 2010. As a member of the House, Peter has championed legislation to make homes and buildings more energy efficient, make college affordable, and expand access to health care. He took on big banks and credit card companies who were ripping off small businesses and consumers. And he fought to block efforts to repeal health care reform, give tax breaks to millionaires and big oil companies, and restrict a woman’s right to choose. In 2011, Peter was appointed to serve as a Chief Deputy Whip of the House Democratic Caucus. He serves on the Committee on Energy and Commerce and the Committee on Oversight and Government Reform. Peter is married to Margaret Cheney, a Vermont state representative. They share a home in Norwich, Vermont.

Ray Mabus is the 75th United States Secretary of the Navy and leads America's Navy and Marine Corps. As Secretary of the Navy, Mabus is responsible for conducting the affairs of the Department of the Navy, including recruiting, organizing, equipping, training and mobilizing. Additionally, he oversees the construction and repair of naval ships, aircraft, and facilities, and formulates and implements policies and programs consistent with the national security policies established by the President and the Secretary of Defense. Secretary Mabus is responsible for an annual budget in excess of $170 billion and leadership of almost 900,000 people. Upon assumption of office and throughout his tenure, Mabus has prioritized improving the quality of life of Sailors, Marines and their families, decreasing the Department’s dependence on fossil fuels, strengthening partnerships and revitalizing the Navy’s shipbuilding program. Leading the world’s only global Navy, Mabus has traveled almost 670 thousand miles to over 95 countries to maintain and develop relationships with national and international officials and visit with Sailors and Marines forward deployed or stationed around the world. He has traveled to Afghanistan on ten separate occasions, in recognition of the sacrifice and service of Sailors and Marines deployed in combat zones. To prepare service members and their families for the high tempo operations of today’s Navy and Marine Corps, Mabus announced in 2012 the “21st Century Sailor and Marine” initiative, designed to build and maintain the most resilient and ready force possible. Mabus also directed the Navy and Marine Corps to change the way they use, produce and acquire energy, and set an aggressive goal that no later than 2020, the Navy and Marine Corps obtain at least 50% of their energy from alternative sources. In pursuit of that goal the Department has achieved several milestones. In 2012, President Obama announced in his State of the Union address that the Department will purchase or facilitate the production of 1GW of renewable energy for use on Navy and Marine Corps installations. The Navy also demonstrated the Great Green Fleet in 2012, a carrier strike group in which every participating U.S. Navy ship and type of aircraft operated on alternative energy sources including nuclear energy and biofuels. Secretary Mabus has made increasing the size of the naval fleet and protecting the industrial base a top budget priority of the Department. During his tenure, the Navy went from building fewer than five ships a year to having more than 40 ships under contract, most of them in fixed-price, multi-year deals that assure value for taxpayers, certainty for industry partners and strength for our nation. In June 2010, as an additional duty, President Obama appointed Mabus to prepare the long-term recovery plan for the Gulf of Mexico in the wake of the Deepwater Horizon oil spill. Mabus’ report was released in September 2010 and met with broad bi-partisan support with most recommendations passed into law by Congress as the Restore Act. Included in the legislation was a fund to aid in the Gulf Coast’s recovery by distributing 80 percent of any civil penalties awarded as a result of the damage caused by the disaster. To date, civil penalties total more than one billion dollars. Before his appointment, Mabus held a variety of leadership positions. From 1988 to 1992, Mabus served as Governor of Mississippi, the youngest elected to that office in more than 150 years. Mabus was Ambassador to the Kingdom of Saudi Arabia from 1994-1996 and later was Chairman and CEO of a manufacturing company. Secretary Mabus is a native of Ackerman, Mississippi, and received a Bachelor's Degree, summa cum laude, from the University of Mississippi, a Master's Degree from Johns Hopkins University, and a Law Degree, magna cum laude, from Harvard Law School. After Johns Hopkins, Mabus served in the Navy as an officer aboard the cruiser USS Little Rock.

He has 19 years of experience in implementing policies and measures on energy efficiency, renewable energy, and climate change mitigation. Mr. Wrobel is the Executive Director of the Midwest Energy Efficiency Alliance, overseeing the operations of MEEA’s 27 staff and almost $4million budget. Jay has been with MEEA since 2007 and is instrumental in the creation of the HVAC System Analysis for Verified Efficiency (SAVE) program, a program leading to increased energy savings in residential and small commercial HVAC. Jay has 15 years experience in the energy, efficiency and sustainability fields. In those years, Jay worked at the Gas Technology Institute where he developed and managed projects around energy planning, energy efficiency and distributed energy deployment. He also worked at Cambridge Energy Research Associates (CERA) where he researched and presented on climate change issues and environmental strategies for energy companies. Before getting his master’s degree in Energy and Environmental Analysis from Boston University, he was on the trading floor of the Chicago Board of Trade after graduating with an economics degree from the University of Chicago.

Mr. Eckel is President and CEO of Hannon Armstrong, a leading investment and merchant bank providing capital for energy and infrastructure assets. Mr. Eckel’s experience spans 30 years and includes the creation and management of energy service companies, as well as project and corporate finance functions. He has held senior executive positions as CEO of EnergyWorks (Bechtel’s early foray into renewable energy), as CEO of Wärtsilä Power Development (a leading international IPP developer for much of the 90’s), and with Booz Allen in its energy practice. Mr. Eckel received a B.A. from Miami University and an M.P.A. from Syracuse University, Maxwell School of Citizenship and Public Affairs and currently studies at St. Johns College. As the Executive Director of the Institute for Industrial Productivity (IIP), a Best Practice Network of the ClimateWorks Foundation, Jigar Shah is responsible for facilitating the goal of energy efficiency and GHG reductions in industry. His duties include the development of an effective global organization that engages with decision-makers in both government and private sectors, communication of IIP’s vision and goals to external audiences, interaction with the board on budget, strategy and progress, and oversight of teams in Washington DC, Paris, New Delhi and Beijing. Jigar has over 25 years of experience in Energy Efficiency and Cleaner Production in the manufacturing sector. John is currently the Director of the Equipment Division in Natural Resources Canada's Office of Energy Efficiency. The Division is responsible for developing, implementing and administering Canada's Energy Efficiency Regulations. The Regulations prescribe energy efficiency standards for some fourty seven products that are imported or shipped interprovincially in Canada for the purpose of lease or sale. The Regulations also prescribe EnerGuide labelling requirements for eight household appliances. Activities include technology and market assessment, test standard development, regulatory drafting and compliance. The Division is also responsible for Canada's participation in the ENERGY STAR product labelling program. In Canada over 1000 participants promote over 60 ENERGY STAR product categories. ENERGY STAR is recognized by over 70% of Canadians as being the mark of high efficiency. The program is fully aligned with ENERGY STAR in the United States The Division also supports commercialization activities for promising selected technologies, most recently, solid state street and area lighting and condensing combustion technology. John has been involved in the energy efficiency field for over thirty years managing activities in public information, contractor training and code development.

Commissioner Norris, a lawyer, has years of experience in energy policy and regulatory affairs. He most recently served as Chief of Staff to Secretary Tom Vilsack at the U.S. Department of Agriculture. Prior to joining the USDA, he served as Chairman of the Iowa Utilities Board (IUB) from 2005 to 2009. During his tenure as IUB Chairman, Commissioner Norris served on the National Association of Regulatory Utility Commissioners (NARUC) Electricity Committee and was Co-Chair of the 2009 National Electricity Delivery Forum. During his IUB tenure, Commissioner Norris also served as a Board Member, Secretary and President of the Organization of Midwest Independent System Operator (MISO) States as well as Chairman of the MISO Demand Response Working Group. He also was a member of the FERC/NARUC Demand Response Collaborative. Commissioner Norris graduated with distinction from the College of Law at the University of Iowa in 1995 and earned his undergraduate degree in 1981 from Simpson College in Indianola, Iowa. Commissioner Norris, his wife, Jackie, and their three sons live in Washington, D.C.

On April 9, 2012, Jonathan Powers was appointed by President Obama to serve as the Administration's Federal Environmental Executive. In this capacity, Jon is responsible for promoting environmental and energy sustainability across federal government operations. Housed within the White House Council on Environmental Quality, the Office of the Federal Environmental Executive was created by Executive Order in 1993. The Office oversees implementation of President Obama's Executive Order on Federal Sustainability (EO 13514) and the GreenGov initiative, working collaboratively with the Office of Management and Budget and each of the Federal agencies. Prior to joining CEQ, Jon served as the Special Advisor on Energy in the Office of the Assistant Secretary of the Army, Installations, Energy & Environment. He also served as the Chief Operating Officer at the Truman National Security Project, where he focused on energy security issues. In 2009, Jon testified to the US Senate Committee on Environment and Public Works on the national security implications of climate change with retired Senator John Warner and Vice Admiral Dennis McGinn. Following this testimony, Jon founded the nationally recognized campaign Operation Free for veterans to advocate for a national energy policy. Prior to joining the Truman Project, Jon served for four years as an Officer in the U.S. Army, including a 15 month tour in Iraq as part of Operation Iraq Freedom I. In 2005, Jon founded War Kids Relief after returning to Iraq as a civilian to develop programs to engage Iraq's youth and minimize recruitment by radicalized elements. The youth and counterterrorism research and program development efforts led to War Kids Relief becoming a leading advocacy organization working to create a bridge between American and Iraqi youth to build a foundation for peace. In 2008, Jon was a Democratic candidate for New York's 26th Congressional District. Jon received a Bachelor of Arts in Education at John Carroll University in Cleveland, OH and a Masters in Global Security Studies at Johns Hopkins University in Baltimore, MD.

Serving as president of the Alliance since January 2004, Callahan leads a staff of nearly 90+. oversees a budget of approximately $17 million annually. and serves on the Alliance Board of Directors, which includes Members of Congress, state and local officials and top corporate and NGO executives. Under Callahan’s leadership, the Alliance conducts policy, communications, research, education, and market transformation initiatives in the U.S. and more than a dozen other countries. Keith Cook has been in the technical side of the lighting industry for 13 years. There he was responsible for a large engineering organization developing new ballasts and drivers for fluorescent, HID and LED products. Prior to joining Philips, Keith had an extensive career in product engineering in the automotive industry. He holds a B.S.E.E. from Kettering University.

She is a member of the Board of Directors for Energate, Inc., a smart grid technology firm and on the Advisory Board for American Efficient, a high technology efficiency firm. Wood also serves on the Board of Directors for the National Energy Foundation. the Board of Directors for the Midwest Energy Efficiency Alliance. the Executive Leadership Group for the State Energy Efficiency Action Network. and is a member of the International Association for Energy Economics. She also serves as an Advisor to Johnson Controls’ Institute for Building Efficiency and previously served on the Energy Efficiency Advisory Council for American Electric Power. Prior to joining SEEA she served as the Director of Sustainability for the City of Atlanta under mayors Reed and Franklin. She serves on the Board of Directors for Georgia Organics, the Atlanta Chapter of Ducks Unlimited, Green Chamber of the South, and the Caretta Environmental Leadership Award. Mark Brunner is the National Security and Energy Policy Director to Senator Mark Warner of Virginia. Prior to his work for Senator Warner, Mark served as a Congressional Appropriations Liaison for the Navy, where he was the Secretary of the Navy’s principal liaison to the appropriations committees in the House and Senate for all Naval Aviation programs and Navy classified programs. Mark has also worked for the Chairman of the Senate Armed Services Committee, Senator John Warner of Virginia. He served as the Senator’s Military Legislative Assistant and speechwriter, providing analysis and formulating legislative policy on a wide range of national security and foreign policy issues. Mark also served in a diplomatic posting abroad as the Defense Policy Advisor to the United States Mission to the European Union, working on a variety of US-EU foreign policy and defense issues, and conducting public diplomacy with a U.S. and European public and private sector interests. Prior to his time abroad, Mark was a career Navy pilot who deployed to theater multiple times, including a deployment on the USS CONSTELLATION to the Arabian Gulf, where he led the first ever SH-60B Seahawk deployment on an aircraft carrier. He flew over 50 combat zone missions, including many low-altitude flights at night with U.S. Navy SEALS intercepting Iraqi vessels. Other deployments included the Middle East, Asia, South America and Law Enforcement Operations in the Caribbean. Mark has worked in over 50 countries during his military, diplomatic and congressional service.

Mark is an internationally recognized expert in energy efficiency with over 35 years of experience in policy reform and program development. Mark is the former Executive Vice President and chief Operating Officer of the Alliance to Save Energy. Areas of expertise include: building codes, appliance standards and Energy Star. building design and upgrade, government facility energy management and energy saving performance contracting. and utility regulatory reform and industrial energy productivity. In the early 1990s, he created the Alliance’s international program that helped to improve energy efficiency in 25 transitional and developing countries, especially in the areas of district heating, municipal energy management and in water and wastewater systems. More recently in the private sector, he developed a new clean energy business model for Lockheed Martin Corporation. He directs the UN Foundation’s efforts to incorporate strong energy efficiency commitments into international agreements and helps countries deploy energy efficiency through the UN’s Sustainable Energy for All initiative. He is a Member of the Board of Directors and Treasurer of CLASP, the Collaborative Labeling and Appliance Standards Program, the ClimateWorks international best practice hub. He has experience in structuring, negotiating and closing innovative and new investment solutions like the EUR125m Post 2012 Carbon Credit Fund and EUR354m European Clean Energy Fund. Current projects include working on a mandate awarded by the United Nations Economic Commission for Europe to design a solution to reduce market inefficiencies for bankable projects in twelve Eastern European countries. His current focus is on structuring bankable, long term investments, based on underlying cash flow generation for both public and private investors with long term investment horizons, where investments include sectors like sustainable investments, infrastructure, energy, energy efficiency and renewable energy. Michael Geissler is Chief Executive Officer of the Berlin Energy Agency, a modern energy service company located in Berlin, Germany. Mr. Richard Kidd became the DASA (E&S) on October 25, 2010. This is his third assignment as a Senior Executive within the Federal Government. In this position he is responsible for overall program direction, establishment of policies, development and refinement of strategies, and oversight for implementation of all programs and initiatives related to Energy Security and Sustainability within the Army. As the Army’s Senior Energy Executive, Mr. Kidd coordinates and integrates both installation (traditional as well as expeditionary) and operational energy programs and strategies. Mr. Kidd graduated from the United States Military Academy in 1986 and served as an Infantry Officer until 1991. After receiving a Masters Degree in Public and Private Management from Yale University, he joined the United Nations in 1993 and served in a variety of international assignments, principally in war affected regions of the world. He joined the Department of State’s Bureau of Political Military-Affairs in 2001 where he served as Special Assistant, Office Director and Acting Deputy Assistant Secretary. Richard Sedano, director of RAP's US programs, served as commissioner of the Vermont Department of Public Service (VDPS) for nine years before joining RAP in 2001. Prior to serving as commissioner, he held various engineering staff positions at VDPS, which represents utility consumers in all regulatory matters and is the state's energy office and consumer advocate. He also worked as an engineer in power generation for Philadelphia Electric Company. With RAP, Mr. Sedano advises state commissions and other decision-makers and works with them in workshop settings on energy efficiency, demand response, renewable energy, pricing, smart grid, transmission, and wholesale electric market issues. Mr. Sedano is supporting FERC-NARUC Collaboratives, and the State and Local Energy Efficiency Action Network, among other projects that promote policy advances through engagement. In December 2012, he was elected to RAP's Board of Directors. In November 2009, Mr. Sedano was awarded the National Association of Regulatory Utility Commissioners’ Mary Kilmarx Award. Roger M. Natsuhara was appointed Principal Deputy Assistant Secretary of the Navy (Energy, Installations and Environment) in August 2009. He has been performing the duties of Assistant Secretary of the Navy (Energy, Installations and Environment) (ASN[EI&E]) since July 2012. In this position, Mr. Natsuhara develops Department-wide policies, procedures, advocacy and strategic plans. He also oversees all Department of Navy functions and programs related to installations, safety, energy, and environment. As Principal Deputy ASN(EI&E), he served as the senior installations and facilities program expert, forming and managing installation and environmental policies related to construction management. sustainment, restoration, and modernization of facilities. and acquisition, utilization and disposal of real property and facilities. Before serving with the Department of the Navy, Mr. Natsuhara was the Director of the Real Property, Facilities, and Logistics Office for the National Oceanic and Atmospheric Administration (NOAA). He was responsible for the management and policies of all real property, facilities, and logistics programs. Prior to that, Mr. Natsuhara was a senior Navy Market Manager at Battelle Memorial Institute. Mr. Natsuhara retired from the U.S. Navy in 2008, after having served 25 years. He first served as a Surface Warfare Officer (Gunnery and Missile Officer and Anti-Submarine Warfare Officer) aboard USS HAROLD E. HOLT (FF1074). During that assignment, Mr. Natsuhara was selected to the U.S. Navy Civil Engineer Corps. Prior to serving in the U.S. Navy, Mr. Natsuhara was a senior engineer in the 757 FlightTest Integration Group for the Boeing Commercial Airplane Company in Renton, Washington. Mr. Natsuhara was born and raised in Stockton, California. He holds a Bachelor of Science in Civil Engineering from the University of California, Berkeley and a Master of Science in Financial Management from the Naval Postgraduate School in Monterey, California. He is a registered professional engineer and has completed the University of Michigan Executive Program.

Platt joined USGBC after 15 years as senior vice president and counsel with the Real Estate Roundtable, which comprised the executive leadership of America's top real estate ownership, development, lending and management firms, as well as the elected leaders of the 16 major national real estate industry trade associations. He is a graduate of Harvard University and the University of San Francisco School of Law and is a member of the Urban Land Institute (ULI) where he helped found and chaired the ULI Sustainable Development Council from 2001-2004, and the ULI Responsible Property Investment Council from 2010-2012.

Roland Risser is the Director for the Building Technologies Office (BTO) at the U.S. Department of Energy (DOE). BTO’s goal is to optimize US energy savings opportunities and help create a self-sustaining market for building energy efficiency by pioneering advanced technologies, accelerating the energy efficiency, speed and scale of codes and standards, and promoting highly efficient buildings and homes. BTO is responsible for managing a portfolio with a total annual budget between $220M and $500M/year. Program results produced to date are expected to save U.S. consumers $91 billion and 32 quads of energy by 2030. Prior to this position Roland served as the Director of Customer Energy Efficiency for Pacific Gas and Electric Company (PG&E). He was responsible for developing and implementing the strategies to support PG&E's delivery of customer energy savings and strategies to support a Net Zero Energy future. In addition, he was responsible for assessing and deploying new technologies and products into PG&E’s energy efficiency portfolio, managing a building and appliance codes and standards program, as well as PG&E's Pacific Energy, Energy Training, and Food Service Technology Centers. This program delivered over 200MW of customer energy savings a year. During his 31-year tenure at PG&E, Roland held several other positions, including Director of Energy Efficiency (which included Low Income, Solar and Demand Response programs). Director, Tariffs and Compliance. Manager, Business Account Services and Corporate Sales. Manager, New Energy Markets. and Manager, Customer Systems Research and Development. In addition, while on a one year executive loan from PG&E, he served as the Executive Director of the Washington D.C. based Electric Vehicle Association of the Americas. Prior to DOE, Roland was a member of the National Action Plan for Energy Efficiency Leadership Group, Chairman of the Consortium for Energy Efficiency, an advisor to the Institute of Electric Efficiency, and was a board member of the American Council for an Energy Efficient Economy (now ex officio). Currently, Roland is the Chairman of the US Technical Advisory Committee to ISO 50001 (Energy Management standard). Roland has a Master of Science degree from the California Polytechnic State University in San Luis Obispo and a Bachelor of Science degree from the University of California, Irvine. Samuel Tumiwa: Deputy Regional Director, North American Regional Office, Asian Development Bank

Mr. Tumiwa is the Deputy Representative of the Asian Development Bank’s North American Representative Office in Washington, D.C. He also serves to strengthen collaboration with other multilateral institutions based in North America. Prior to his assignment in Washington, D.C., he spearheaded ADB’s efforts to increase annual investment in clean energy to $2 billion a year 2013. He also established and managed ADB’s Clean Energy Financing Partnership Facility, a $250 million fund to facilitate and catalyze greater investments in clean energy, and Climate Change Fund, a $40 million fund to address both climate change mitigation and adaptation. Mr. Tumiwa also started ADB’s Energy for All Initiative, a collaborative effort to focus on projects to focus on providing cleaner, more efficient and renewable energy to the 1.6 billion people in the region that are still dependent of traditional energy. Mr. Tumiwa has also served as an investment officer in the energy division of the South Asia Regional Department where he oversaw the design and implementation of a variety loans and technical assistance projects related to power sector restructuring, policy development, capacity building, clean energy, industrial environmental management, rural electrification and climate change in Bangladesh, Bhutan, India, Nepal, Pakistan, and Sri Lanka.

Collin O’Mara serves as Secretary of the Environment and Energy for Delaware Governor Jack Markell. Susan has more than 30 years of leadership experience in energy policy, utility regulation, economics, and professional education. She has served in leadership roles in the Wisconsin Public Benefits program, the Midwest Energy Efficiency Alliance, and for the STAC program partnership between the US DOE, ASERTTI and NASEO. Susan served on Wisconsin’s Task Force on Climate Change, and the Task Force on Energy Efficiency and Renewables while also working with the Midwestern Governors Association on energy issues. As past chair of the EPRI Public Advisory Committee on Energy Efficiency and Smart Grid, Susan worked with EPRI research teams on energy efficiency and smart grid issues. Susan has also led the Public Utility Institute of Wisconsin and the Electric Utility Division of the Public Service Commission of Wisconsin and served in energy research roles at the Virginia SCC and the University of Pennsylvania. Terry F. Yosie joined the World Environment Center in October 2006 as the President & CEO. WEC’s principal areas of focus have included climate change and energy efficiency, enterprise development, greening the supply chain and technological innovation. Dr. Yosie leads WEC’s global initiatives and frequently meets with business, government and other leaders to develop solutions to a variety of environmental, economic and social issues. Dr. Yosie has held senior-level management positions in government, corporate and consulting organizations. He served as Vice President at the American Chemistry Council from 1999-2005, providing leadership to upgrade the chemical industry’s environmental, health, safety and security performance. He managed a global CEO Task Force in 2004-2005 to develop the Responsible Care Global Charter to improve chemical industry performance in 52 countries. He represented the industry as a delegate to the 2002 U.N. World Summit on Sustainable Development in Johannesburg. As the Executive Vice President of Ruder Finn Washington from 1992-1999, Dr. Yosie led the environmental management and communications practices of the firm for a wide range of clients such as BASF, British Petroleum, Pfizer, and Philips Electronics. At BP, he advised the company on climate change issues that led to a new strategy announced in 1997 by the CEO John Browne. Dr. Yosie served as Vice President for Health and Environment at the American Petroleum Institute from 1988-1992. In this capacity, he successfully led the industry’s effort to negotiate cleaner fuel standards with EPA, state and local agencies and environmental organizations that impacted over $40 billion dollars in refining investments. From 1978-1988, Dr. Yosie was employed at the U.S. Environmental Protection Agency’s Science Advisory Board where he also served as Director from 1981-1988, In this role, he advised EPA Administrators and the U.S. Congress on the scientific basis of public health and environmental decisions, and he instituted policies and procedures to improve the technical basis for EPA-wide policy decisions and risk assessments. He was a member of the U.S. delegation for the bilateral environmental program with the Soviet Union and negotiated diverse agreements with that country. Dr. Yosie is the author of more than sixty professional publications and co-editor of a book entitled, Sustainable Environmental Management. He received his doctorate degree in Humanities and Social Sciences from Carnegie Mellon University in 1981 and is the 2013 recipient of the University’s Distinguished Alumni Achievement Award.
Thomas Dreessen: CEO, EE Project Investment Company

Chairman and CEO Energy Efficiency Project Investment Company Limited (EEPIC). Mr. Dreessen is a global expert in developing, financing and implementing savings-based energy efficiency projects (EEPs) at industrial facilities. His unique expertise to arrange funding of EEPs with structured project debt and equity stems from his 35 years of developing or implementing EEPs in 25 countries with ESCOs he formed and operated as CEO in 10 countries. He is one of the pioneers of the ESCO industry, having formed one of the first U.S. ESCOs in 1981 and served as the President of its industry association (NAESCO). He is currently creating new loan and savings guarantee products for savings-based financing of EEPs in China and Indonesia and is using intermediary entities to aggregate EEPs which result in reduced transaction costs, reduced investment risk and increased IRRs. Mr. Dreessen’s past efforts include his creation and conducting of EE finance training workshops around the world based on the International Energy Efficiency Financing Protocol (“IEEFP”) he developed for Efficiency Valuation Organization (“EVO”) and published by EVO in April 2009. The IEEFP is a “blue print” for training financiers how to evaluate the benefits and risks of financing EEPs. Mr. Dreessen serves on the Board and in other capacities of the following non-profit organizations: 1. Trisha Miller serves as a senior adviser at the U.S. Department of Housing and Urban Development (HUD) in the Office of Sustainable Housing and Communities, where she works to advance energy and green building policy. Previously, she managed the Green Communities initiative at Enterprise Community Partners. Her work focused on leveraging private and public investment in green affordable housing development and sustainable building practices across the country. Miller led all aspects of the initiative, including maintaining the Green Communities Criteria and deploying more than $4 million in grants and technical assistance. She created a national technical assistance network and supported the development of 20,000 units of green housing. Miller has testified before the U.S. Senate Banking Committee and frequently delivers keynote addresses and lectures on green housing. Before joining Enterprise, she directed the Lawyers’ Committee for Civil Rights’ Community Development Initiative. As a Skadden fellow, Miller launched this innovative project to bring legal resources to nonprofit housing and economic development organizations and thousands of individuals across the southern United States. Miller graduated magna cum laude from the University of Michigan, with a degree in environmental policy. She received her master’s degree in city planning from the Massachusetts Institute of Technology and her law degree from Stanford Law School.

In 2011, Retired Vice Admiral Dennis V. McGinn took the helm as President of the American Council On Renewable Energy (ACORE) where he advances the organization’s mission of building a secure and prosperous America with clean, renewable energy. Under McGinn’s leadership, ACORE launched EnergyFactCheck, a website designed to rebalance the debate about renewable energy, providing fact-based information to counter misinformation about the industry. Admiral McGinn is a widely recognized energy and national security expert. He is regularly asked to participate in public forums about energy and national security and has been published in newspaper articles and opinion pages across the country. He serves as co-chairman of the CNA Military Advisory Board advising policy makers on the nexus of energy and national security, and as an international security senior fellow at the Rocky Mountain Institute. He is also on the Steering Committee of the Energy Future Coalition, a member of the United States Energy Security Council, and a member of the Bipartisan Policy Center Energy Board. He was previously with Battelle Memorial Institute, where he was a corporate officer and led the energy, transportation, and environment division. McGinn's continued commitment to bettering the nation follows a 35-year career with the U.S. Navy where he served as a naval aviator, test pilot, aircraft carrier commanding officer, and national security strategist. His capstone assignment with the Navy was Deputy Chief of Naval Operations for Warfare Requirements and Programs at the Pentagon, where he oversaw the development of future U.S. Navy capabilities. In a previous operational leadership role, he commanded the U.S. Third Fleet. Admiral McGinn earned a B.S. degree in naval engineering from the U.S. Naval Academy, attended the national security program at the Kennedy School of Government, Harvard University, and was a Chief of Naval Operations strategic studies fellow at the U.S. Naval War College.
